State 21 Ltd – Making Defensible Decisions

Serving the Public is more than just a job, it is a true privilege and befits the definition of a vocation. That is certainly the feeling at State 21, a company directed by people, who between them served the Public as police officers for a total of 120 years. A desire to pass on their experience and lessons learned, led them to create a company designed to help others.

State 21 has now been running for over 10 years, supporting organisations in many sectors including Ports and Harbours and we are extremely proud of our strong reputation.

Focusing upon command-and-control processes, incident/investigation management, emergency planning, business continuity and wider security threats, the team at State 21 have drawn upon their own expertise to create a suite of CPD accredited training courses.

Recognising the importance of preparedness for the incidents everyone hopes will never happen, the courses seek to enhance the capability of teams and organisations who need to be resilient and prepared to make challenging decisions, which may be subject to significant scrutiny potentially years into the future.

The critical nature of Port and Harbour operations bring with it additional responsibilities for any emergency that may be linked to that unique operating space. Understanding how other responders work, appreciating practices and processes that will provide best evidence around decision making, and ensuring policies and procedures are fit for purpose is key. These skills were the bedrock of the directors at State 21 whilst serving police officers and are essential skills for anyone working in Ports and Harbours.

Having spent many years as the key Police decision makers for large public order / major events or specialist firearm operations or major criminal investigations or fatal road collisions or even whilst deploying police dogs, the importance of understanding how your decisions will affect others and be defensible when judged by others, is a critical skill the team at State 21 are keen to share.

Colin White, the Investigations and Forensics Director at State 21 worked within Policing for over 30 years. He enjoyed a varied career working as a Dog Handler and later within specialist operations, forensic services and criminal investigation fields. He also has extensive experience of teaching at several Universities as a Teaching Fellow.
